Abstrak

The increasing generation of household waste and climate change pose significant challenges to sustainable environmental development. In response, the Bogor Regency Government established the Environmentally Friendly Village Program (Kampung Ramah Lingkungan/KRL) to promote community-based environmental management through a gender-responsive approach. This study evaluated KRL implementation and perceived household waste reduction in Bojonggede and Kedung Waringin Villages, Bogor Regency, using the Context, Input, Process, Product (CIPP) model integrated with a gender analysis framework based on Access, Participation, Control, and Benefit (APKM). A descriptive-evaluative qualitative approach was employed, with data collected through in-depth interviews, field observations, document analysis, and perception-based instruments. Data were analyzed using the Miles, Huberman, and Saldaña interactive model. Bojonggede demonstrated stronger implementation performance across CIPP components, with descriptive scores ranging from 2.50 to 3.00, compared with 1.75 to 2.33 in Kedung Waringin. These differences were associated with local governance, institutional capacity, community participation, resource availability, and continuity of program facilitation. Gender analysis revealed that women played substantial roles in waste banks, composting, community greening, and recycling, although access, participation, control, and benefits varied between villages. Respondents reported higher perceived household waste reduction in Bojonggede (approximately 55%) than in Kedung Waringin (31%). These estimates reflect respondents’ perceptions rather than objectively measured changes in waste generation or disposal. The findings suggest that integrating CIPP and APKM provides a useful framework for descriptively evaluating program implementation and gender responsiveness in community-based environmental initiatives.
